What is up with the way gas prices are posted?

It’s always been the same way since I can remember: the 9/10 at the end of gas prices. Like 1.99 9/10. What is with the 9/10? Why don’t they round it up to the nearest cent and stop playing games? I heard it was a ploy to make you feel like you’re paying less. How stupid are we? They should just round it up to the nearest cent and leave it at that. What do you think?
