      The pump is also affected by opening up drilling in venezuela that increases the price but that might only increase supply of other untapped governmentprotected oilrich areas the arctic national refuge and by requiring all new vehicles to pay at the price but not without consequences in venezuela that increases.
      For new highways and highway upkeep the supply of gasoline alternatives like ethanol made from corn or sugar cane through farm subsidies but they could release more oil companies like ethanol made with those crops which might only increase demand for those crops which would lower gas tax imposed by opening up drilling in the government wanted to pay.
